Headquarters of the Regional Council of Piedmont at via Arsenale 14, Turin: the Mediapolis, VEE and Box Architetti grouping ranked first

At the public session of 21 September 2026, with the opening of the financial bids, the temporary grouping formed by Mediapolis, VEE S.r.l. and Box Architetti S.r.l. ranked first in the open procedure launched by the Regional Council of Piedmont for the “renovation and regulatory, technological and functional upgrading of the building at via Arsenale no. 14”, seat of the regional assembly in Turin.
The contract covers the service of updating the technical and economic feasibility project (PFTE), preparing the detailed design and safety coordination during design (CSP) pursuant to D.Lgs 36/2023, with mandatory BIM methodology and a duration of 240 days. The value of the services put out to tender is 664.856,17 euros; the estimated cost of the works, which includes building works, structures and mechanical and electrical systems, is 10,89 million euros.
The tender was awarded on the most economically advantageous tender (MEAT) criterion: 80 points for the technical bid and 20 for the financial bid. First place is due to the technical score, obtained with proposals to simplify the building services compared with the approved PFTE, reusing the existing parts still fit for purpose and replacing risers and distribution networks; with solutions for renewable energy generation integrated into the envelope; with measures to reduce the impact of the works on offices in use; and with an organisation of the service based on BIM information processes and on LCA and LCC studies (UNI EN 15643, UNI EN 15978, UNI EN 16627).
Within the grouping, VEE is responsible for the design of the mechanical and electrical systems, fire prevention and the energy aspects of the project. Final award will follow the statutory checks on the declared requirements.
