Conto Termico 3.0: booking system confirmed for public administrations
On 22 October the Unified Conference reached agreement on the corrective decree of the Conto Termico 3.0: booking remains available to public administrations, up to 50% of the category’s annual resources. The 100% incentive is confirmed for schools and public healthcare facilities; for Municipalities with up to 15.000 inhabitants it will apply to the first intervention. The changes also concern third-sector entities.

The ten applications submitted by VEE S.r.l. on behalf of five Piedmontese Municipalities, all approved by the GSE, are worth a total of 5.640.877 euros: ten public buildings — schools, nurseries, sports facilities and a theatre — upgraded with coverage equal to 100% of the cost of the works, at no cost to municipal budgets.

Mandatory renewables: new shares in buildings
From 3 August the revised shares of Annex III of D.Lgs 199/2021 apply, as amended by D.Lgs 5/2026 transposing the RED III directive: in public buildings, coverage from renewable sources rises to 65% for new buildings, to 45% in first-level major renovations and to 20% in second-level renovations and generator replacement. Non-compliance results in refusal of the building permit.
