Incentives for Municipalities: from the energy audit to payment of the incentive
5.640.877 € in incentives granted under the new Conto Termico 3.0 for ten projects of Piedmontese Municipalities. Incentive equal to 100% of the cost of the works. 100% of applications approved. Schools, nurseries, sports facilities and a theatre upgraded at no cost to municipal budgets.
What we do, step by step
Site inspection and energy audit of the building according to UNI CEI EN 16247; eligibility check and choice of incentive scheme; calculation of the incentive due, of payment timescales and of any share to be borne by the authority; design of the measures; submission of the application on the GSE portal or on the call platform; management of the application through to payment, including any additional information requested.
On request we continue with works supervision, accounting and safety coordination, so that the authority has a single point of contact from concept to testing and acceptance.
Conto Termico 3.0
The new Conto Termico (MASE DM 7 August 2025) has been in force since 25 December 2025 and is managed by the GSE. For public administrations the incentive normally covers up to 65% of eligible costs and reaches up to 100% for school buildings and buildings used for healthcare services, as well as for buildings of Municipalities with fewer than 15.000 inhabitants.
On municipal buildings — schools and nurseries, town halls and offices, gyms and sports facilities, libraries and theatres — the eligible measures are insulation of the envelope and roofs, replacement of windows and solar shading, replacement of the generator with a heat pump, solar thermal or biomass, photovoltaics combined with a heat pump, and temperature control and heat metering systems.
Two aspects matter most for the authority's budget. First: on school buildings, buildings used for healthcare services and buildings of Municipalities with fewer than 15.000 inhabitants, the incentive covers 100% of eligible expenditure, with no co-financing from the municipal budget.
Second: with advance booking the incentive does not all arrive at the end of the works. The GSE pays an advance of 40% of the incentive (50% in specific cases) after notification of the start of works, an interim instalment during the works, documented with the progress report, and the balance at the end of the works, to be requested within 90 days of completion. The Municipality therefore does not have to advance the entire expenditure from its own resources.
White Certificates (TEE)
Energy efficiency certificates granted by the GSE on the basis of certified savings: they mainly concern public lighting, heating plants, district heating networks and building automation. We check case by case their cost-effectiveness and their cumulability with other schemes, which is never automatic.
Regional calls and state funds
Piedmont's ERDF Regional Programme 2021-2027 funds energy efficiency and renewables in public buildings, sports facilities and healthcare facilities, partly through first-come, first-served procedures until funds run out: we handle the technical documentation required by the call, the schedule and the reporting obligations.
At national level there remain the National Energy Efficiency Fund, ministerial programmes for public property — including PREPAC, reserved for central public administration buildings — and the PNRR measures still open, with deadlines for completion of the works to be checked before making a commitment.
Request an assessment
Write to the technical department stating the authority, the building or buildings concerned and the planned measures. The initial assessment of eligibility and of the order of magnitude of the incentive is free of charge.
